You cannot export night vision without valid U.S. State Department approval. It is a Federal Offense to do so without said approval. A plea of “ignorance” is no excuse, and it will lead you straight to a U.S. Federal Penitentiary. Night Optic Devices, Night Vision, and Thermal Optics, including their components, are highly sensitive items whose distribution is heavily controlled and enforced under the Internal Traffic in Arms Regulation (ITAR), which states:
“Export of the commodities described herein is strictly prohibited without a valid export license issued by the U.S. Department of State Office of Defense Trade Controls prescribed in the International Traffic in Arms Regulation (ITAR), Title 22 Code of Federal Regulation, Parts 120-130.”

Exportation of Night Optic Devices, Night Vision, and Thermal Optics includes traveling outside of the country of the United States via any means.
It is, also, a violation of ITAR to allow any non-U.S. citizen to look through U.S. Gen3 Night Vision Devices. This violation extends to any non-U.S. citizen on U.S. soil. They are not allowed to have access to any operator’s manuals or documentation pertaining to U.S. Gen3 Night Vision Devices.
